Abstract

Artificial Intelligence (AI) is transforming egovernance and cybersecurity in smart cities by enabling intelligent decision-making, automated public services, stakeholder analysis, and proactive threat detection. This study presents an AI-based framework that integrates e-governance services, cybersecurity analytics, and stakeholder perspectives involving government authorities, citizens, businesses, administrators, and cybersecurity analysts. Governance, cybersecurity, and stakeholder data are collected and processed through cleaning, normalization, feature selection, transformation, and encoding. Four supervised machine learning algorithms—Decision Tree, Random Forest, Support Vector Machine (SVM), and Logistic Regression—are applied to classify cybersecurity risks, analyze stakeholder satisfaction, predict governance outcomes, and identify anomalous activities. Model performance is evaluated using accuracy, precision, recall, F1- score, ROC curves, and confusion matrices. The proposed framework also incorporates secure authentication, role-based access control, encryption, centralized data management, dashboards, and analytical reporting. Overall, the study demonstrates how AI can improve cybersecurity, transparency, accountability, decision support, service efficiency, and stakeholder confidence in sustainable smart city governance.
