Abstract

The rapid adoption of enterprise 5G services has increased the demand for scalable, reliable, and policy-driven network management across hybrid cloud environments. Traditional static network slice provisioning often fails to accommodate dynamic traffic fluctuations, resulting in inefficient resource utilization and degraded Quality of Service. This paper proposes a Policy-Consistent Network Slice Scaling framework that enables intelligent slice elasticity across hybrid cloud infrastructures while ensuring compliance with enterprise service policies and Service Level Agreements. The proposed framework integrates policy control, resource monitoring, and automated scaling mechanisms to dynamically allocate computing and networking resources based on real-time workload demands. By coordinating edge and cloud resources, the framework improves service continuity, reduces latency, and enhances infrastructure utilization without compromising security or policy consistency. Experimental analysis demonstrates that the proposed approach achieves improved resource efficiency, faster slice scaling, and higher service availability compared with conventional static slice management methods. The framework provides a practical solution for supporting reliable, scalable, and policy-aware enterprise 5G services in hybrid cloud deployments.
